It happens when these shows draw the characters ambiguously. You'd be surprised, but this is actually a guy.

in the actual manga, it's hard to tell if she is even human (or vampire) due to the ridiculously bad art style.

It's indeed Seras Victoria, aka "Police Girl" from Hellsing.

I've seen the series and read the manga, and I thought it was really good. But I've long since upgraded.
