New Warning System

I already told the mods and admins. This one is editable by mods. The bar ranges form 1-9 warnings, each one getting closer to yellow then red while getting smaller, with the 10th warning being a ban.

NOTE: Forum warnings give u 2 warnings. chatbox warnings give u one warning.
