and no i did not find this off of google i made it using my pdn
effects used:
Invert colors
Add noise
New layer
Clouds (multiple times)
Color filter
Layer blend mode
Flatten
Water reflection (Distorted and length increased)
then saved and uploaded.

the cloud colors depend on what you pic during color filter meaning it can be anything.
Edit: black background and stars(noise) on 1 pic make sure its coverage is low and saturation is low) Clouds effect on second layer and make sure clouds is on difference type. use clouds many times. Then color filter them to any color using the color wheel. Layer blend to glow but make sure its only on the second layer.

would this work for like an ocean and sky? liek theres an ocean on the bottom and the sky reflecting

yep. just use blue background and dont add noise to the first layer. everything else should be the same.
